History of Bayswater

The City of Bayswater is a local government area in Perth, Western Australia, located about 7 kilometers (4 miles) northeast of Perth’s central business district. It spans an area of 34.6 square kilometers (13.4 square miles) and had a population of 69,283 according to the 2021 Census. The City of Bayswater is a member of the Eastern Metropolitan Regional Council.

In the 1890s, Bayswater was a small settlement that straddled the boundaries of the Perth and Swan Road Districts. After an initial petition for a road board was rejected in 1894, a second attempt in 1896 succeeded. The Bayswater Road Board was officially established on 5 March 1897, becoming one of several new local government areas along the railway. A wooden ratepayers’ hall was built on Guildford Road to serve as the board’s office.

The Bayswater Drill Hall served as the office for the Roads Board from 1907 to 1914, after which a new office was used until 1983. In 1944, a proposal to rename the district “Oakleigh Park Road District” was voted on by a small number of ratepayers but was ultimately abandoned due to public objections.

The district became a shire on 1 July 1961, following the passage of the Local Government Act 1960. However, in October 1978, the shire council was dismissed by the Government of Western Australia due to mismanagement and corruption, including the unauthorized sale of council property and awarding of contracts without tenders. A commissioner took over the council’s operations for five months. The subsequent council election on 24 February 1979 saw a significant voter turnout, with 80% of ratepayers voting, compared to the usual 30%.

On 29 October 1983, the area attained city status. Around this time, the city’s administration relocated from Bayswater to its current location on Broun Avenue in Morley. In 1998, the suburb of Maylands was transferred to the City of Bayswater from the City of Stirling. Additionally, on 1 July 2016, the portion of Noranda north of Widgee Road was transferred from the City of Swan to the City of Bayswater.
