History of Cockburn

The City of Cockburn, situated in the southern suburbs of Perth, Western Australia, lies approximately 8 kilometers (5 miles) south of Fremantle and 24 kilometers (15 miles) south of Perth’s central business district. Covering an area of 167.5 square kilometers (64.7 sq mi), the city had a population of over 104,000 as of the 2016 Census.

Cockburn derives its name from Cockburn Sound, named in 1827 by Captain James Stirling after Admiral Sir George Cockburn. Sir George, a distinguished British naval officer born in London in 1772, achieved fame for his service in the War of 1812, notably for the burning of Washington in 1814 and for escorting Napoleon to exile on the island of Saint Helena after the Battle of Waterloo in 1815.

In 1871, the Fremantle Road District was established under the District Roads Act 1871 to oversee the area south and east of Fremantle, managed by the Fremantle Road Board. Over time, the district evolved, with the Board’s responsibilities expanding to include the construction of roads connecting Fremantle to other parts of the Colony. By 1913, the district was divided into wards, each electing representatives to the Board.

In July 1923, the district acquired additional land, including the localities of Atwell and Banjup, from the abolished Jandakot Road District. It was renamed Cockburn in January 1955, following a successful referendum indicating a desire for independence from Fremantle.

The Cockburn Road District became a shire on July 1, 1961, under the Local Government Act 1960, and attained town status on January 24, 1971, becoming a city on October 26, 1979.

In May 1966, Rottnest Island and Carnac Island were included within the boundaries of the Shire of Cockburn, although the council had no direct involvement in their administration.

In 1999, a public inquiry into corruption within the City of Cockburn led to the suspension and eventual dismissal of the council, which was replaced by administrators until new elections were held in December 2000. In 2007, further allegations of corruption surfaced at the Corruption and Crime Commission, causing controversy within the city.
