History of Perth

The City of Perth, a prominent local government area within the Perth metropolitan region, serves as the capital of Western Australia. Commonly referred to as the Perth City Council, it oversees the city center and its surrounding suburbs, covering an area of 20.01 square kilometers. As of June 30, 2015, it was estimated to have a population of 21,092 residents, a figure that increased in 2016 when it absorbed 1,247 residents from the City of Subiaco.

Perth’s history dates back to its founding in 1829 by Captain James Stirling as part of the Swan River Colony. The Perth Town Trust was established in 1838, but financial constraints and administrative challenges hindered its effectiveness until its dissolution in 1858. The City of Perth was officially declared on September 23, 1856, with its inaugural council meeting held in December 1858.

Over the years, the City underwent several expansions and restructurings. Notably, in 1915, it absorbed the Municipality of North Perth and the Municipality of Leederville, followed by the Municipality of Victoria Park in 1917. Substantial land acquisitions occurred, leading to the development of suburbs like Floreat Park, Wembley Park, and City Beach.

In 1925, the City of Perth Act granted the council enhanced powers over building control and regulation. However, criticism of its governance prompted a Royal Commission in 1938, leading to reforms in town planning and administration. By 1962, the council comprised 27 members representing nine wards.

In 1994, the City underwent significant restructuring, resulting in the creation of the Town of Shepperton, Town of Cambridge, and Town of Vincent from its former boundaries. The City of Perth Act 2016 further expanded its boundaries to include landmarks such as Kings Park, the University of Western Australia, and Perth Children’s Hospital.

Despite its history of governance, the Perth City Council faced challenges, including its suspension in 2018 pending a public inquiry into its administration. The inquiry, conducted over two years at considerable expense, yielded numerous findings but did not result in criminal convictions.

In a move toward reconciliation, the City of Perth formally recognized the Whadjuk Noongar people as the traditional owners of Noongar Country in July 2021, signing the agreement “Yacker Danjoo Ngala Bidi” with Whadjuk elders on August 10.
